                                    December 10, 2009 at 7:00 P.M.                                               

                               Billings Community Hall, Billings, MO 

Opening of the Meeting. ROLL CALL. 

Review of the Minutes of the November 12, 2009 First Closed Session.  Possible Vote.

Review of the Minutes of the November 12, 2009 Regular Session.  Possible Vote.

Review of the Minutes of the November 12, 2009 Second Closed Session.  Possible Vote. 

PUBLIC PARTICIPATION. UNFINISHED BUSINESS.

a.      Packwood to discuss policy on volunteers and employees of the City who are facing criminal charges.  Possible Vote. 

NEW BUSINESS, INCLUDING MEMORIALS AND ORDINANCES.

a.      Mayor to discuss sewer bill for 321 Griesemer Road.  Tenant thinks is too high.  Possible Vote.

b.      Mayor to discuss several employees who have been unable to take time off.  Possible Vote.

c.       Clerk to discuss Andrew Brown’s bill of $425.00 for sitting in for Judge Hager, who was having surgery, for the November Court.  Judge Hager’s pay is $273.00 per session.  Need authorization to pay the extra money.  Possible Vote.

d.      Fred Zell wants a pole light on Mill Street just east of the corner of Mill and Main.  The pole and transformer are in place just need a light put on the pole.  Empire has told him to get permission from the City.  Possible Vote.

e.      Disposal bids from Allied Waste and Hometown Disposal.  Possible Vote.

f.        Rufer to discuss disposal of old water tower.  Possible Vote.

g.      Rufer to discuss asking DNR to help stabilize water and sewer rates.  Possible Vote.

h.      Chief Taylor to discuss Health Care.  Possible Vote.

i.        Packwood to discuss Chief Taylor blocking the streets of the Parade Route on December 12th.  Possible Vote.

j.        Tim Brewer to discuss new computers for City Hall.  Possible Vote.

k.      Heimer to discuss Home Based Occupations Revise Ordinance and approve an application.  Possible Vote.

l.        Heimer to discuss Inspection Fee for Rentals and Vacant Houses before Occupancy.  Possible Vote.

m.    Court Clerk to discuss having 2 court dates per month.  Possible Vote.

n.      Hopkins to discuss Telecom Tax based on percentage of gross receipts.  Possible Vote.

o.      Hopkins to discuss revising 1960 Ordinance Land Line Franchise.  Possible Vote.

p.      Authorize Mr. Kelly to draw up an Ordinance for the 2010 Budget.  Possible Vote.

q.      Approve an Amendment for the 11 month Budget of 2009 with Ordinance.  Possible Vote.

r.       Authorize Mr. Kelly to draw up an Ordinance for the City Clerk’s duties and pay for 2010.  Possible Vote.

s.       Clerk to request closing City Hall at Noon on Christmas Eve, December 24th.  Possible Vote.

t.        Motion to Approve Payments of Wages, Expenses, Bill Statements and Other Expenditures paid during the Month of November 2009.  Possible Vote. 

Treasurers Report\Court Report\Police Report\Water & Sewer Maint. Report\Park Advisory Board Report\Building Inspectors Report. 

Board will go into Closed Session Pursuant to Section 610.021(3) RSMo for discussion and possible vote on hiring, firing, disciplining or promoting employees.  ROLL CALL VOTE . 

Close Regular Meeting. 

Reopen Regular Meeting.
