Billings Community Hall, Billings, MO Opening of the Meeting. ROLL CALL. Board will go into Closed Session Pursuant to Section 610.021(3) RSMo for the purpose of discussion and possible vote on hiring, firing and/or disciplining of City Employees. ROLL CALL VOTE. Reopen Regular Meeting. Review of the Minutes of the October 6, 2009 Regular Meeting. Possible Vote. PUBLIC PARTICIPATION. NEW BUSINESS, INCLUDING MEMORIALS AND ORDINANCES. a. John Sapp would like to update the Board on the progress at Whispering Heights. b. Hirayama to discuss letter and donation from John Schatz for decorating the Old Water Tower at City Hall. Possible Vote. c. Rufer to give a report to the Board on the Fair Board Finances. Possible Vote. d. Hopkins to discuss Taylor Insurance renewal. Possible Vote. e. Heimer to discuss Home Based Business (Home Occupation) Application in Packet. Possible Vote. f. Heimer to ask Mr. Kelly review Code on Travel Trailer might require amending Article XI. Supplementary Regulations, Section 400.795 Use of Mobile Homes or RVS for Dwellings Prohibited Outside Mobile Home Parks. Possible Vote. g. Heimer to discuss ADA Compliance for sidewalks might require amending Article VII. Required Public Improvements, Section 400.500 (Disabled Access) Possible Vote. h. Taylor to request permission to dispose of abandoned bicycles. Possible Vote. i. Packwood to remove Lorinda Day from the Park Board due to her non residence within the City. Possible Vote. j. Packwood to discuss whether the City wants to hold Christmas Parade as a City or have the Park Board take charge. If the Park Board is assigned this, the date would be December 12th at 11:00 a.m. with a rain date of December 19th. Possible Vote. k. Packwood to discuss fee abatement for unkempt property so we can attach a lien on the property until paid as stated in Section 215.010, Item H. Possible Vote. l. Packwood to discuss a policy for volunteers and employees of the City who are facing criminal charges. Would like to see suspension of duties while investigated and termination upon conviction of any City, State or Federal charges. Possible Vote. m. Hopkins to discuss amending the 2009 Budget, packets on the table. Possible Vote. n. Hopkins to discuss the 2010 Budget, packets on the table, packets for Department Heads also. o. Motion to Approve Payments of Wages, Expenses, Bill Statements and Other Expenditures paid during the Month of October 2009. Possible Vote.
