Review of the Minutes of the August 13, 2009 Closed Session Meeting.  Possible Vote.

Review of the Minutes of the August 25, 2009 Special Called Session.  Possible Vote.

Review of the Minutes of the August 25, 2009 Public Hearing on the Tax Levy for 2009.  Possible Vote. 

PUBLIC PARTICIPATION. 

UNFINISHED BUSINESS.

a.      Open Sealed Bids for Sidewalk on E. Mt. Vernon (370) ft.  Possible Vote.

b.      John Sapp for Approval of the Final Plat on Whispering Heights Subdivision.  Possible Vote.

c.       Tricia Huffman to discuss P & Z approval for Home Occupation at 171 W. Mt. Vernon St., need to have the Board of Aldermen approval again.  Possible Vote.

d.      Board needs to discuss amending Ordinance 135.020 & 135.040 to exclude any non-residents from serving on the Park Advisory Board.  Instruct Mr. Kelly to amend the Ordinance.  Possible Vote. 

NEW BUSINESS, INCLUDING MEMORIALS AND ORDINANCES.

a.      Shane Grooms of Empire District Electric to discuss Street Lights in Whispering Heights.  Possible Vote.

b.      Packwood to discuss holding a softball tournament on September 26 at 10:00 A. M. with the Boards approval.  Possible Vote.

c.       Packwood to discuss renting the Community Hall on October 31^st with the Boards approval.  Possible Vote.

d.      Packwood requests the removal of Betty Palmateer due to her recent resignation.  Possible Vote.

e.      Packwood to discuss opening an account at R & K for emergency supplies for the concession stand.  Possible Vote.

f.        Board needs to discuss approval for Park Board Expenditure by Mike Kinchloe for supplies for repairs, this is not following procedure, and no Park Board Member is to spend money out of their pocket without Board approval.  Possible Vote.

g.      BILL NO. 09-26.   --- An Ordinance Establishing the Tax Levy on All Real and Personal Property Located Within the City of Billings, Missouri for the Year of 2009.  First and Second Reading.  Vote.

h.      BILL NO. 09-27.  --- An Ordinance Restructuring the Pay of the City Clerk for the Period October 1^st Through December 31, 2009.  First and Second Reading.  Vote.

i.        BILL NO.  09-28.   --- An Ordinance Approving the Final Plat of Whispering Heights Phase I in the City of Billings, Missouri.  First and Second Reading.  Vote.

j.        Motion to Approve Payments of Wages, Expenses, Bill Statements and Other Expenditures paid during the Month of August 2009.  Possible Vote.

Board will go into Closed Session Pursuant to Section 610.021(3)RSMo for discussion and possible vote on hiring, firing, disciplining or promoting employees.  ROLL CALL VOTE.
